Clement Clarke Moore is generally credited with developing the Chelsea neighborhood. His most famous work is "twas the night before Christmas" and it is currently featured in Ken Nintzel's delightfully cynical show, "Twas the Night Before the Twleve Days of a Nut Cracker Christmas Carol."
